"Research and Evaluation of Business Processes for the Caltrans Division of Equipment", Interagency Agreement Number IA-65A0210, Task Order 06-23.
These web pages report the results of a study for the California Department of General Services (DGS) and the California Department of Transportation (Caltrans).
The purpose of this study was to make strategic recommendations to improve vehicle asset management for California state agencies and lay the foundation for future fleet rightsizing.
The study was performed by AHMCT and Mercury Associates, a fleet management consulting firm. Early on it was realized that an effective approach to fleet management would depend upon three things: better data, more comprehensive and transparent asset management policies and procedures, and increased trust and accountability for field managers actually responsible for tasks.
Output included 10 reports, 2 sets of notes, 2 web pages, and a survey of 27 organizations managing 65,820 vehicles. A day long Vehicle Allocation Colloquium was held that included 32 participants from 13 organizations, 7 vendors from 5 companies, and 4 speakers. Other output included two web sites, one public and one private, that kept stakeholders and participants up-to-date on a daily basis on all activities, lines of reasoning, and findings.
This was a live study that produced reports, sponsored meetings, performed surveys, and influenced events as it went along. Our primary recommendation is to allocate fleet assets using federal best practices in an approach called a "Vehicle Allocation Methodology." This methodology is not trivial and will take a significant and sustained effort to implement statewide.
At present, we are seeking comments on the draft report presented here. As the Department of General Services is committed to improving fleet asset management, after a comment period DGS plans to hold a meeting of state fleet managers to further discuss fleet management issues and develop a plan of action.
